Protection from this *external threat*
How our social contracts will be altered because of this *external threat* may be more problematic than the biological threat itself.

Are we afraid enough that we are willing to relinquish the decision to travel and where to live "for our protection?" How about have a microchip implanted so that Big Brother can ensure people travel only to approved locations?
