Nakes Short Selling Regulations in EU being considered

Naked Short selling restrictions are being considered in the EU - this is the same regulation that was rejected by the U.S.

I wonder if this would also include metals?  But as I see it, the desks would then just do their short sells elsewhere (U.S.) where it would be allowed.  Seems it could help the short sells of their currency and what Goldman Sachs has done in Europe to Greece etc., by shorting their advice to them.
