Fed Flow of Funds accounts

Hello, I'm wondering, does anybody know if the Federal Flow of Funds Total Credit Market Debt Outstanding represents actual outstanding debt?  From my reading it appears so.  I mention this because I first became aware of the amazing growth in credit while watching Chris's crash course last summer and at the time I just assumed it was total outstanding debt.  But, if this is the case, then does this mean over 50 trillion dollars has effectively been put into the system?

Also, would someone be able to comment on the information in the table at this link, does this represent credit created per year and quarter?:  http://www.federalreserve.gov/releases/z1/Current/z1r-3.pdf
