Cash payments limited...

In Hungary, from 2009, companies may only pay with cash in transactions that involve less money than ~2500 $; otherwise they will have to use plastic/bank transfers. Supposedly this is a move against black market activities and money laundering. I'm not so sure that is the reason, but i couldn't say what other reason there could be (maybe money supply?). Any ideas?  Can we expect this to happen to individuals too?
