Ebola epidemic to be declared over as Liberia expects all-clear (jdargis)

The World Health Organisation said Thursday’s announcement in Geneva will “mark 42 days since the last Ebola cases in Liberia were tested negative”. The announcement had previously been scheduled for Friday, with no reason given for the change.

Xbox gaming technology may improve X-ray precision (richcabot)

The software coupled with the Kinect system can measure thickness of body parts and check for motion, positioning and the X-ray field of view immediately before imaging, said Steven Don, MD, associate professor of radiology at the university’s Mallinckrodt Institute of Radiology. Real-time monitoring alerts technologists to factors that could compromise image quality. For example, “movement during an X-ray requires retakes, thereby increasing radiation exposure,” Don said.

How To Bridge That Stubborn Pay Gap (jdargis)

One solution, Ms. Babcock said, is to coach women to negotiate. Another is to change corporate practices so the people who set compensation are aware of the disparity and are advocates for women during negotiations.

Another answer is to ban pay negotiation completely. That is what Ellen Pao did when she was chief executive of Reddit. The company established pay ranges based on roles and experience and gave applicants nonnegotiable offers.

Why Finding Gravitational Waves Would Be Such a Big Deal (jdargis)

Simply put, gravitational waves are vibrations in the fabric of the universe—light-speed ripples in spacetime itself, caused by such epically violent events as exploding stars and black hole mergers. Thanks to inconceivably large, violent, and distant celestial happenings, the atoms that make up everything from the stars in the sky to the human beings on Earth are shaking a tiny bit, all the time.

The Urban Death Project Wants to Compost Your Corpse (jdargis)

"This organisation aims to fundamentally alter the way that we in Western society think about death," said Spade to Dezeen. "Its goal is to undo the over-commercialisation and needless distance we have created between ourselves and this inevitable human event."

Illumina’s Bid to Beat Cancer with DNA Tests (jdargis)

The testing concept being pursued by Illumina, sometimes called a “liquid biopsy,” is to use high-speed DNA sequencing machines to scour a person’s blood for fragments of DNA released by cancer cells. If DNA with cancer-causing mutations is present, it often indicates a tumor is already forming, even if it’s too small to cause symptoms or be seen on an imaging machine.

Fuel cell breakthrough: Team reports success with low-cost nickel-based catalyst (Arthur Robey)

"The key difference, however, is that the problems facing battery cars, such as short driving range and long battery charging time, are left with the customers. By contrast, fuel cell cars demand almost no change in customer experience because they can be charged in less than 5 minutes and be driven for more than 300 miles in one charge. And these challenges, such as hydrogen production and transportation, lie with the engineers."

Yan is prepared to address the biggest challenge fuel cells do face—cost.

Great News for Elephants: Hong Kong Is Shutting Down Its Ivory Trade (jdargis)

Though the import and export of ivory is banned in Hong Kong, around 400 sellers are licensed to trade in ivory material created before a 1989 international trade moratorium. Activists argue that this loophole allows illegal sellers and poachers to operate in the margins of the Hong Kong market.

"Walmart Continues Sharpened Focus on Portfolio Management"

In other words:

BENTONVILLE, Ark. – Jan. 15, 2016 – Wal-Mart Stores, Inc. (WMT: NYSE) today announced plans to close 269 stores in the U.S. and globally

In October 2015, the company said an active review of the portfolio was underway to ensure assets were aligned with strategy. Today’s action follows a thorough review of Walmart’s nearly 11,600 worldwide stores that took into account a number of factors, including financial performance as well as strategic alignment with long-term plans. In total, the impacted stores represent less than 1 percent of both global square footage and revenue.

link: https://news.walmart.com/news-archive/2016/01/15/walmart-continues-sharp...

Looking over the list of soon-to-be-closed stores, I found it interesting that seven of the stores are in P.R.  Interestingly, according to the Amigo website, there are about 23 Amigo stores in total in P.R. (http://amigo.com/tiendas/).

Brazil - Capital controls/clawbacks

This smacks of what the US has done in going after money around the world. The government is looking for extra money, everywhere.... I wonder if Brazil has a quid pro quo arrangement with the US?

Law No. 13,254/2015 regarding the regularization of unreported funds

Law No. 13,254/2015 was published today establishing the rules of the Special Regime (“RERCT”) applicable to the regularization of unreported funds or assets held abroad that were not properly reported to the Brazilian authorities.

In a nutshell, RERCT is applicable to the assets held abroad until December 31, 2014, by Brazilian residents, considering the dollar exchange rate of this date (December 31, 2014). Taxpayers are granted a period of 210 days to start the regularization process, after the regulation of the mentioned Special Regime by the Federal Revenue Service (expected to be published until March 15, 2016).

The regularized assets are subject to tax rate of 15% (income tax) and also subject to a penalty of 15%. Considering the dollar exchange rate of December 31, 2014, and the current exchange rate, the effective tax burden is of 20,05%.

The Cassandra Syndrome--a metaphor

Cassandra Syndrome  (a metaphor)

From Wikipedia

The term originates in Greek mythology. Cassandra was a daughter of Priam, the King of Troy. Struck by her beauty, Apollo provided her with the gift of prophecy, but when Cassandra refused Apollo's romantic advances, he placed a curse ensuring that nobody would believe her warnings. Cassandra was left with the knowledge of future events, but could neither alter these events nor convince others of the validity of her predictions.

A zh poster sums up the experience many of us have reported here on PP:

"We are all Cassandra now."

"Cassandra was left with the knowledge of future events, but could neither alter these events nor convince others of the validity of her predictions."

"One can see the most likely outcome of current trends and can warn people about what is happening, but the vast majority can not, or will not respond, and later if catastrophe occurs, they may even blame you, as if your prediction set the disaster in motion"
