City officials said schools would be closed on Tuesday for the safety of children. At City Hall, Ms. Rawlings-Blake, sounding exhausted and exasperated after days of appealing for calm, announced that a 10 p.m. to 5 a.m. curfew would be imposed for a week beginning on Tuesday. The city already has a curfew for juveniles under age 17.

A cashless society would conceptually allow government much more leak-proof control of all citizen money transactions. Mainly it could funnel tax revenue into the treasury much more efficiently. It raises some obvious practical concerns, such as: would such a program lead to an enhanced colossal skim of credit card company off-creaming? And what about the percentage of poorer Americans who don’t have credit cards or bank accounts now, either because they don’t understand how it all works, or they’re forced to function in the “gray” economy for one reason or another (e.g. a drug felony rap). And what kind of as-yet-unknown perverse work-arounds would this new system provoke?

That two-step effort at obscuring the weapon’s provenance was identical — down to the dimensions of the grinding — to that of Chinese CQ rifles that Conflict Armament Research and the Small Arms Survey, an independent research group in Geneva, had documented in 2013 in the possession of rebels in South Sudan and had traced to a Sudanese intelligence service. The Kurd’s rifle cartridges, too, were from the same Chinese manufacturer (Factory 71) and the same production year (2008) as those previously found in South Sudan.

In 2003, in the largest agricultural-to-urban water transfer in United States history, San Diego County made a deal with the Imperial Valley to buy as much as two hundred thousand acre-feet a year. San Diego County has a growing metropolis, a population of three million, a substantial biotech industry, and virtually no natural water supply. By 2021, the transfer will account for a quarter of its water. The deal gives Imperial billions of dollars to spend on improving efficiency on its farms and in its irrigation infrastructure, which in some places is primitive.
Don’t Just Plant, Plan! (jdargis)
For the artistically inclined, it’s painful (visually) to plop rectangular boxes into a well-designed yard. Curved beds are one way to get around this dilemma, but you can also get creative with rectangles by arranging them in patterns such as a zig-zag or octagon. To make designing easier, cut out colored pieces of paper to represent beds of various shapes and sizes and experiment by arranging them in different configurations on your plan. A clear design preserves a sense of order and coherence as the vegetable garden morphs and swells in and out of chaos throughout the seasons.
